Substantive Honour

In later career, it is particularly gratifying when one’s academic and professional accomplishments are recognized as being suitable for a new role. This happened to me quite recently, of such significance as to put my name in the news. Earlier recent newsworthiness had been referenced to trying to help someone who turned out to be a legal scoundrel. This time, it is very, very positively different, and in both Official Languages of Canada:

Le ministre Ritz annonce une nomination à la Commission de révision agricole du Canada

Ottawa (Ontario), le 25 juin 2012 – Le ministre de l’Agriculture Gerry Ritz a annoncé aujourd’hui la nomination de M. Bruce La Rochelle à la Commission de révision agricole du Canada (CRAC).

« Je suis heureux que M. La Rochelle ait accepté de se joindre à la Commission, a déclaré le ministre Ritz. Ses connaissances dans les domaines du droit, des processus de réglementation et des affaires devraient lui être utiles dans l’exercice de ces fonctions. »

La CRAC est un organisme quasi judiciaire que le Parlement a établi en vertu du paragraphe 4.1 de la Loi sur les produits agricoles au Canada. Son rôle principal est de superviser de façon indépendante, tout en exerçant son mandat de révision, l’application des sanctions administratives pécuniaires par les organismes fédéraux dans le secteur agricole et agroalimentaire.

La CRAC rend compte de ses activités au Parlement par l’entremise du ministre de l’Agriculture et de l’Agroalimentaire.

La nomination à ce poste à temps partiel est pour une période de trois ans et elle entre en vigueur immédiatement. La notice biographique de la personne nommée est annexée au présent communiqué.

Bruce La Rochelle

M. La Rochelle est un avocat qui pratique le droit en association avec le cabinet Langevin Morris Smith LLP et qui enseigne à temps partiel à l’École de gestion Telfer de l’Université d’Ottawa. M. La Rochelle détient un baccalauréat ès arts (général) du Collège St. Michael’s de l’Université de Toronto (1973) et un baccalauréat en droit (avec grande distinction) de l’Université d’Ottawa (1976). Il détient aussi une maîtrise en administration des affaires de la Rotman School of Business de l’Université de Toronto (1981) et un doctorat en administration des affaires de la Schulich School of Business de l’Université York (1993). En outre, il est un membre de l’Académie canadienne des arts et des sciences de l’enregistrement et un membre votant du comité de sélection des prix Juno. M. La Rochelle vit actuellement à Ottawa.

Minister Ritz Announces Appointment to the Canada Agricultural Review Tribunal

Ottawa, Ontario, June 25, 2012 – Agriculture Minister Gerry Ritz today announced the appointment of Bruce La Rochelle to the Canada Agricultural Review Tribunal (CART).

“I am pleased Mr. La Rochelle has agreed to join the Tribunal,” said Minister Ritz. “Mr. La Rochelle’s knowledge of law, regulatory processes and business should serve him well in this position.”

CART is an independent, quasi-judicial body established by Parliament pursuant to section 4.1 of the Canada Agricultural Products Act. Its primary role is to provide independent oversight, through the exercise of its review jurisdiction, of federal agencies’ use of administrative monetary penalties in relation to agriculture and agri-food.

CART reports to Parliament through the Minister of Agriculture and Agri-Food.

The part-time position appointment is for a term of three years and is effective immediately. A biographical note for the appointee is attached.

Biographical Note
Bruce La Rochelle

Mr. La Rochelle is a lawyer, presently practising in association with Langevin Morris Smith LLP, while also teaching part-time with the Telfer School of Management at the University of Ottawa. Mr. La Rochelle is a graduate in general arts from St. Michael’s College, University of Toronto (1973), and a graduate in law (magna cum laude) from the University of Ottawa (1976). He holds an M.B.A. degree from the Rotman School of Business, University of Toronto (1981), and a doctorate in business administration from the Schulich School of Business, York University (1993). Mr. La Rochelle is also a member of the Canadian Academy of Recording Arts and Sciences and is a voting member of the JUNO Awards. Mr. La Rochelle currently lives in Ottawa.

People whose parents are still alive to witness their accomplishments are particularly fortunate. When I was awarded my doctorate, my mother had been dead for three years. My great-aunt, Sr. Marie-Thérèse, to whom my dissertation is dedicated, died in February of 1993, four months before I was awarded the doctorate, which is an in-depth study of regulatory processes. Fortunately, my father was alive to attend the doctoral convocation, and also to experience the early part of my time on Parliament Hill. I wish that one of my parents were alive to witness this.
